Dr. Joseph G. Young - Principal Consultant Health Physicist
B.Sc. (Hons), Ph.D., MARPS, MACPSEM, MSRP, CRadP, CPhys, MInstP
Joe is the Managing Director and Principal Consultant Health Physicist with Australian Radiation Services Pty. Ltd. He has worked in the field of general radiation safety for more than 36 years. Joe has worked in the areas of health, medical and environmental physics.
Joe's experience extends across all aspects of radiation safety ranging from the safe use of sealed and unsealed sources, X-ray equipment, linear accelerators, neutron sources (generators and sealed radioactive sources), radiation safety training and regulatory compliance assessments. He has also had extensive experience in project management.
Prior to establishing Australian Radiation Services Pty. Ltd. (ARS) in 1996, Joe worked at the Australian Radiation Laboratory, Commonwealth Department of Health. During his 22 years with the Government Joe worked in the Health Physics Sub Section, Solid State Research Group and the Ionising Radiation Standards Section.
Joe has also had sabbaticals at the National Physical Laboratory and the National Radiological Protection Board in the UK and Physikalisch-Technische Bundesanstalt, Germany. In 1995 he travelled to Outer Mongolia to provide expert scientific advice to health physicists at the Central Radiological Laboratory in the area of personal radiation monitoring and radiation standards under contract to the International Atomic Energy Agency.
Over the years Joe has designed and been involved with the design and construction of numerous radiation facilities across Australia.
Mr. Simon Toomey - Senior Health Physicist
M.App.Sc., B.App.Sc., Grad.Cert. Ind.Hyg.Sc., MARPS
Simon is a senior health physicist with 20 years experience across a range of radiation measurement and radiation protection projects. He joined Australian Radiation Services in April 1999. His recent work has concentrated on the packaging, shipment and subsequent disposal of transuranic material that is outside of special form certification.
He has experience in project management, identification and mitigation of radiation risks, training, and in providing consultancy advice to a range of clients and many varied situations.
Before joining ARS, Simon worked for the Australian Radiation Laboratory (now the Australian Radiation Protection and Nuclear Safety Agency).
Mr. Darren Billingsley - Senior Health Physicist
B.App.Sc., Grad. Dip. Occ. Hyg., MARPS
Darren is a Senior Health Physicist with Australian Radiation Services. He has almost 20 years experience in the radiation safety field on operational industrial sites, predominantly within Australia. Darren has been employed with Western Mining in the underground copper/uranium mine in South Australia, briefly in the British nuclear fuel industry and has been involved in the rehabilitation of the former nuclear test site at Maralinga, South Australia. Employed with the health physics provider, CH2M HILL, as an on-site Deputy Site Manager, Darren was responsible for implementation of a monitoring program at the plutonium-contaminated site, and characterisation of rehabilitated areas.
Darren has been employed at Australian Radiation Services for 10 years and has extensive experience in the area of NORM monitoring and the provision of advice to oil and gas industry personnel. Darren has a current HEUT training certificate.
Dr. Malcolm Cooper - Consultant Environmental Scientist
B.Sc. (Hons), Ph.D., MARPS
Malcolm has over 35 years experience working in the field of environmental radioactivity, including analysis and monitoring, impact assessment and waste management. He worked previously for 25 years at the Australian Radiation Laboratory/ARPANSA and in more recent times as Principal Consultant in environmental and waste management issues with his own company, EnviroRad Services. Malcolm joined ARS in 2004 As a Consultant Environmental Scientist.
Malcolm has an extensive background in environmental assessment and radioactive waste management. Areas of environmental radioactivity in which Malcolm has developed broad experience are in water quality, radio-analytical techniques for environmental materials and environmental monitoring. He was extensively involved over many years in the surveys and assessments of contamination at the former British Test Sites at Maralinga and the Monte Bello Islands. He also has a good knowledge of the environmental and radiological impacts of the mining and processing of mineral sands and in the uranium industry through studies of the mineral sand industry in Western Australia and the uranium mining and milling at Ranger in the Northern Territory.
For several years Malcolm was Australia's representative on the IAEA Waste Safety Advisory Committee and worked as a consultant on the development of several IAEA waste safety standards.
Malcolm has also played a significant role in the development of national codes of practice for water quality and waste management, as Chair of specific working parties for the development of the NHMRC Australian Drinking Water Quality Guidelines (2004), and in the development of the NHMRC Near Surface Disposal Code (1992) and the recent revision of the national Codes for the mining and mineral processing, and for user disposal of radioactive waste.
Other international projects with which Malcolm has been actively involved include the development of the international monitoring network for the Comprehensive Nuclear Test Ban Treaty as Australia's technical representative to the CTBT Technical Working Group. For several years, he was also a consultant to the CTBTO Provisional Technical Secretariat to provide technical advice and documentation relating to the operation of the CTBT International Monitoring System and to the requirements and procedures for on-site inspection functions of the Organisation.
Malcolm is currently a technical assessor for NATA with respect to radioactivity analysis.
Mr. Stephen Rutkowski - Senior Health Physicist
B.App.Sc. (App.Phys.), B.Eng. (Elec.)
Stephen joined Australian Radiation Services shortly after completing an Applied Physics / Electronic Engineering double degree at RMIT University. Stephen coordinates all work involving medical physics including compliance testing of diagnostic X-ray equipment, compliance auditing of medical X-ray and nuclear medicine facilities, design and shielding assessments of such facilities and dosimetry and risk assessments for patients, operators and others exposed as a result of medical procedures involving ionising radiation. Stephen has had significant involvement with the development and management of radiation safety programmes at major hospitals and medical imaging facilities in Victoria and is an approved medical physicist for the purposes of conducting radiation dose assessments for research Assessments of static and portable industrial radiation gauges.
Mr. Glenn Riley - Health Physicist
B.Sc. (Astrophys.)
Glenn Riley joined ARS in 2008 after graduating from the Monash University with a Bachelor of Science degree majoring in astrophysics. Glenn initially worked as the health physicist in the calibration area before being appointed Team Leader of Calibrations and Repairs Laboratory where he built a strong knowledge base of radiation monitoring equipment. This knowledge is now being applied in his current position as Team Leader of Sales. He is also trained and experienced in onshore and offshore NORM monitoring.
Glenn is the authorised NATA representative and the Quality Manager for ARS. He is responsible for ensuring that monitor calibrations are performed according to the ARS scope of accreditation and the regulations stipulated in ISO/IEC17025.
Ms. Nicole Stephenson - Health Physicist / Radiochemist
B.Sc. / B. Nanotechnology
Nicole graduated from Latrobe University in 2009, completing the Bachelor of Science / Bachelor of Nanotechnology double degree, majoring in Physics and Chemistry. During her time at university she completed a summer internship at Note Printing Australia, and in her final year research project used the electron microscope facilities at Rio Tinto Research and Development Park in Bundoora, Melbourne.
Nicole started at ARS in 2010 and was trained as a Radiochemist. She currently manages the day to day operation of the Chemistry Laboratory, prepares and reports on sample analysis performed as well as liaising with clients. She is also the company Radiation Safety Officer.
Mr. Jaryed Garlick - Health Physicist
B.Sc. / B. Nanotechnology
Jaryed graduated from Latrobe University in 2009, completing the Bachelor of Science / Bachelor of Nanotechnology double degree, majoring in Physics and Chemistry. During his time at university, Jaryed was a member of the Australian delegation for the Nano Tech 2008 Exhibition and Conference in Tokyo in February 2008, and he completed a final year research project using the computer tomography facilities at La Trobe Bundoora, Melbourne.
Jaryed is currently working in the Health Physics, Medical and Environmental business unit, conducting: gauge audits, site inspections, NORM monitoring, preparation of radiation management plans and facilitating the disposal of radioactive material. He also undertakes shielding calculations for dental, veterinary and NDT facilities and performs sample analysis for alpha, beta and gamma radiation in the analytical services area.
Mr. Bradley Feldtman - Health Physicist
B.Sc.
Bradley graduated in 2009 from the University of NSW with a Bachelor of Science with a major in Physics and minors in Mathematics and Mechanical and Manufacturing Engineering.
He is currently working in the Health Physics Services Group, conducting: site inspections, gauge audits and NORM monitoring. He also undertakes all aspects of the work required by the staff in the Calibration and Repairs Laboratory.
Mr. Calyn Moulton - Health Physicist
B.Sc., B.Comm.
Calyn graduated from the University of Western Australia in 2010, completing the Bachelor of Science / Bachelor of Commerce double degree, majoring in Physics, Mathematical Sciences, Quantitative Finance and Corporate Finance. He obtained first class honours in physics, which included a research project involving the use of computational methods for modelling the communication between cells in tumours. During his time at university he completed summer research scholarships at the Defence Science and Technology Organisation and the Cancer Council.
He is currently working in the Health Physics and Medical Physics business unit. Calyn's duties include site visits to conduct audits of veterinary and medical X-ray facilities, to undertake QA testing of diagnostic X-ray equipment and to assess shielding installed at X-ray facilities. His other duties include liaising with clients to complete radiation incident reports, assess radioactive discharges from medical facilities and provide advice on regulatory requirements for facilities housing diagnostic X-ray equipment. He also assists the staff in the Calibration and PRMS business units when required.
Mr. Ivan Ho - Health Physicist / Radiochemist
B. App Sc.
Ivan graduated from RMIT in 2009, completing a Bachelor of Applied Science (Nanotechnology), majoring in Chemistry. He started at ARS in 2010 in the calibrations laboratory however after a short training period he changed his focus and moved into the Sales area with tasks ranging from advising on radiation monitoring equipment to organising conferences. Ivan is also responsible for the area TLD monitoring projects ARS undertake, which includes the analysis and reporting of the dose results. Ivan also conducts site visits to conduct surveys for Naturally Occurring Radioactive Materials (NORM), and sample analysis for alpha and beta emitting radioisotopes.
Ms. Gillian Nicholson - Team Leader – Calibration and Repairs Laboratory
Gill worked for British Nuclear Fuels and Nukem at the Sellafield and Windscale sites in the U.K. as a health physicist surveyor. In this role she has undertaken surveys in all aspects of commissioning and decommissioning of plants and also in the reprocessing of nuclear fuel.
Her role at ARS is Team Leader of the Calibration and Repairs Laboratory. Gill supervises the calibration and repairs of both survey and contamination instruments, oversees the day to day running of the Team and ensures good customer relations.
Ms. Julie Colbourne-Veel - Team Leader - Personal Radiation Monitoring Service
Julie commenced employment with ARS in May 2001 working in the general administration area and the personal radiation monitoring service (PRMS). Julie is currently the Team Leader of the personal radiation monitoring service. Julie is passionate about the personal radiation monitoring service and her mission is to ensure ARS provides a service that is second to none. The PRMS team strive to deliver all monitors in a timely manner and to ensure that someone is always on hand to help clients with any queries they may have.
Mr. Roland Sargent - Senior Technical Officer – Calibrations and Repairs
Roland has worked for over 30 years in the radiation field at ARPANSA in several areas; namely maintaining teletherapy laboratory services, personal radiation monitoring service, lasers and microwave calibrations, electrical calibrations and repairs and programming using LabView, Pascal and "C".
